    Better Beware: Comparing Metacognition for Phishing and Legitimate Emails

    Every electronic message poses some threat of being a phishing attack. If recipients underestimate that threat, they expose themselves, and those connected to them, to identity theft, ransom, malware, or worse. If recipients overestimate that threat, then they incur needless costs, perhaps reducing their willingness and ability to respond over time. In two experiments, we examined the appropriateness of individuals\u27 confidence in their judgments of whether email messages were legitimate or phishing, using calibration and resolution as metacognition metrics. Both experiments found that participants had reasonable calibration but poor resolution, reflecting a weak correlation between their confidence and knowledge. These patterns differed for legitimate and phishing emails, with participants being better calibrated for legitimate emails, except when expressing complete confidence in their judgments, but consistently overconfident for phishing emails. The second experiment compared performance on the laboratory task with individuals\u27 actual vulnerability, and found that participants with better resolution were less likely to have malicious files on their home computers. That comparison raised general questions about the design of anti-phishing training and of providing feedback essential to self-regulated learning

    Rural Access to Industry 4.0: Barriers from the Infrastructure Planning Front Lines

    Many rural communities lack adequate broadband infrastructure, which limits the economic development potential in these regions. They are not able to attract new businesses, and established businesses are unable to use tools and services that require high-speed internet. Broadband access is a requirement for the Internet of Things, robotics, and big data, which are part of Industry 4.0 and the future economy. Such technological advances are not only transforming the manufacturing environments and the service industry, but also finding applications in the food supply chain, such as precision agriculture. In this study, we conducted 17 semi-structured interviews (11 reported here) with Missouri Regional Planning Commission (RPC) directors and experienced infrastructure planners to identify barriers for the deployment of broadband infrastructure in rural Missouri. Systematic qualitative analysis was conducted to identify key themes based on barriers previously identified in the literature. Participants reported that the top barriers are the return on investment and financing of rural broadband projects. The literature tends to be dominated by technology solutions, which received the least number of mentions as a barrier in the interviews

    Don’t Touch That Dial: Psychological Reactance, Transparency, And User Acceptance Of Smart Thermostat Setting Changes

    Automation inherently removes a certain amount of user control. If perceived as a loss of freedom, users may experience psychological reactance, which is a motivational state that can lead a person to engage in behaviors to reassert their freedom. In an online experiment, participants set up and communicated with a hypothetical smart thermostat. Participants read notifications about a change in the thermostat\u27s setting. Phrasing of notifications was altered across three dimensions: strength of authoritative language, deviation of temperature change from preferences, and whether or not the reason for the change was transparent. Authoritative language, temperatures outside the user\u27s preferences, and lack of transparency induced significantly higher levels of reactance. However, when the system presented a temperature change outside of the user\u27s preferences, reactance was mitigated and user acceptance was higher if the thermostat\u27s operations were transparent. Providing justification may be less likely to induce psychological reactance and increase user acceptance. This supports efforts to use behavioral approaches, such as demand response, to increase sustainability and limit the impacts of climate change

    Push Them Forward: Challenges in Intergovernmental Organizations\u27 Influence on Rural Broadband Infrastructure Expansion

    Many rural US communities lack access to adequate broadband services. This paper draws on semi-structured interviews conducted in 2019 with 16 Regional Planning Commissions to uncover dynamics of how these intergovernmental organizations contribute to the deployment of broadband infrastructure in rural Missouri. The proposed framework integrates the decomposed Theory of Planned Behavior (TPB), the Theory of Reasoned Goal Pursuit, and Stakeholder Theory. Many participants reported a low level of involvement in broadband infrastructure initiatives even though supporting infrastructure development to promote economic growth is one of the Regional Planning Commissions\u27 primary goals. Regional Planning Commissions are highly influenced by four primary stakeholder groups, (1) residents and businesses, (2) local governments, (3) internet service providers, and (4) state and federal government, which vary in terms of priorities and power. While defining the region\u27s priorities with elected officials, Regional Planning Commissions often push them forward to recognize the necessity of broadband infrastructure. However, Regional Planning Commissions also struggle with low self-efficacy and inadequate expertise to support broadband planning efforts. The proposed framework could be generalized to understand actions and decisions by other intergovernmental organizations that have convening power and face similar power dynamics with their stakeholders

    Opportunities and Challenges for Rural Broadband Infrastructure Investment

    Insufficient internet access is holding back local economies, reducing educational outcomes, and creating health disparities in rural areas of the U.S. At present, federal and state funding is available for rural broadband infrastructure deployment, but existing efforts have not invested in analytical work to maximize efficiency and minimize cost. In this study, we use a state-of-the-art matrix (SAM) to identify key challenges and opportunities facing rural broadband infrastructure from previous research and government reports. We focus on six themes: (1) technology, (2) hardware costs, (3) financing, (4) adoption, (5) regulatory/legal, and (6) management. We highlight key issues to be addressed by both private and public decision-makers to effectively manage broadband investment as well as engage stakeholders to improve access and adoption. Much of the challenge for rural broadband infrastructure is related to a low return on investment due to high capital costs and low population densities. However, there are many innovative approaches to overcoming this barrier from technical, policy, and social perspectives. Unfortunately, adoption and management are understudied and would benefit from additional research to design effective decision-making tools and programs. From a systems perspective, solutions that leverage tools from a diverse set of perspectives, rather than purely focusing on technology deployment, are more likely to be sustainable in the long-term. We outline an agenda for future work based on the needs of rural communities as well as local and state governments

    Evaluating the Impact of Broadband Access and Internet Use in a Small Underserved Rural Community

    Having adequate access to the internet at home enhances quality-of-life for households and facilitates economic and social opportunities. Despite increased investment in response to the COVID-19 pandemic, millions of households in the rural United States still lack adequate access to high-speed internet. In this study, we evaluate a wireless broadband network deployed in Turney, a small, underserved rural community in northwest Missouri. In addition to collecting survey data before and after this internet intervention, we collected pre-treatment and post-treatment survey data from comparison communities to serve as a control group. Due to technical constraints, some of Turney\u27s interested participants could not connect to the network, creating an additional comparison group. These comparisons suggest two primary findings, (1) changes in using the internet for employment, education, and health could not be directly attributed to the internet intervention, and (2) the internet intervention was associated with benefits stemming from the ability to use multiple devices at once. This study has implications for the design of future broadband evaluation studies, particularly those examining underserved rather than unserved communities. Recommendations for identifying appropriate outcome variables, executing recruitment strategies, and selecting the timing of surveys are made

    Show-Me Resilience: Assessing And Reconciling Rural Leaders’ Perceptions Of Climate Resilience In Missouri

    Rural areas of the United States play a vital role in coping with, adapting to and mitigating climate change, yet they often lag urban areas in climate planning and action. Rural leaders—e.g., policymakers, state/federal agency professionals, non-profit organization leadership, and scholars – are pivotal for driving the programs and policies that support resilient practices, but our understanding of their perspectives on climate resilience writ large is limited. We conducted semi-structured interviews with 23 rural leaders in Missouri to elucidate their conceptualizations of climate resilience and identify catalysts and constraints for climate adaptation planning and action across rural landscapes. We investigated participants\u27 perceptions of the major vulnerabilities of rural communities and landscapes, threats to rural areas, and potential steps for making rural Missouri more resilient in the face of climate change. We found that most rural leaders conceptualized climate resilience as responding to hazardous events rather than anticipating or planning for hazardous trends. The predominant threats identified were flooding and drought, which aligns with climate projections for the Midwest. Participants proposed a wide variety of specific steps to enhance resilience but had the highest agreement about the utility of expanding existing programs. The most comprehensive suite of solutions was offered by participants who conceptualized resilience as involving social, ecological, and economic systems, underscoring the importance of broad thinking for developing more holistic solutions to climate-associated threats and the potential impact of greater collaboration across domains.     A Systems Approach for Solving Inter-Policy Gaps in Dynamic Spectrum Access-Based Wireless Rural Broadband Networks

    In this paper, we articulate the challenge of multiple intersecting policies for the realization of rural broadband networks employing dynamic spectrum access (DSA). Broadband connectivity has been identified as a critical component of economic development, especially during the COVID-19 pandemic, and rural communities have been significantly (and negatively) affected by the lack of this important resource. Although technologies exist that can deliver broadband connectivity, such as 4G LTE and 5G cellular networks, the challenges associated with efficiently deploying this infrastructure within a rural environment are multi-dimensional in terms of the different dependent policy decisions that need to be considered. To resolve this issue, we describe how systems engineering tools can be used for representing these intersecting policies such that system configurations can be optimized for efficient infrastructure deployment and operations. One technology requiring increased attention is DSA, where licensed and emerging wireless services can coexist together via spectrum sharing. However, implementation of this technology is challenging, where highly efficient Radio Access Technology (RAT), available spectrum, and user requirements need to be precisely aligned. All these elements to be configured are typically described by independent policies. While DSA is more complicated than previously used spectrum allocation schemes, inter-policy gaps occur that ultimately decrease the network\u27s efficiency. Consequently, a systems engineering framework has the potential to obtain the optimal solutions although the systems and wireless communities conceptualize and scope problems differently, which can impede collaboration. We present the use case where 4G LTE RAT technology employing DSA applied to digital terrestrial television (DTT) frequency bands can yield spectral efficiency loss when the different policy dimensions are not sufficiently accounted for within the use case. Computer simulations have shown that in an example rural scenario the availability of rural broadband can increase from 1% to 21% of locations if the inter-policy gaps are removed
